Yes it is true that this day is celebrated mostly in the Midwestern United States and parts of the Northeastern US, but also in parts of northern Florida.  It is a day to share romantic deeds, expressions and in general just do something kind and thoughtful for someone else.  There are a total of 12 states that have an observance of National Sweetest Day. Those states are Illinois, Indiana, Kentucky, Michigan, Missouri, North Dakota, South Dakota, Wisconsin, West Virginia and parts of New York, Pennsylvania and Florida.
